Full recommendation:
The Committee recommends that the State party take steps to establish an independent national
human rights institution with a broad human rights mandate, including for economic, social and
cultural rights, in line with the Paris Principles, and provide it with adequate human and
financial resources.
Assessment
As of February 2021, Iran did not establish a National Human Rights Institution (NHRI) that
complies with the Paris Principles.1 In its National Report for the Universal Periodic Review in
2019, the Government of the Islamic Republic of Iran stipulated that a draft bill “on the National
Human Rights Institution” was under complementary review by experts.2 As of February 2021,
the first draft of the bill was not finalised, nor was it submitted to the Parliament.3
