INDICATORS

Indicators are a suggested framework for data collection, both qualitative and quantitative, that enable consistent, evidence-based human rights monitoring. A human rights indicator refers to specific information on laws, policy, or outcomes that relate to a certain human rights standard. In order to ensure objective review of Iran’s human rights record, the Impact Iran Secretariat developed a framework of human rights indicators based on OHCHR’s best practice and tailored them to the Iranian context.

This tailored framework provides one book of indicators for each of the treaties to which the Islamic Republic of Iran is party. Each book provides sets of ‘Structure’, ‘Process’ and ‘Outcome’ indicators for treaty articles that were relevant to the assessments.

The indicator sets, freely available below, are provided for illustrative purposes and are not intended to be exhaustive. A consolidated workbook is also available here.
