There is no National Human Rights Institution in the Islamic Republic of Iran that is competent to receive and address complaints of violations of children’s rights. The Human Rights Committee has explicitly stipulated that the accused should be granted prompt access to legal counsel,27 including during the pre-trial phase.28 Yet, the provision of qualified and independent legal aid to children in conflict with the law at an early stage of the procedure and throughout the legal proceedings is not ensured in the Islamic Republic of Iran.
