Full recommendation:
The Committee recommends that the State party take all possible measures to raise the awareness
of its public, including children, about the provisions of the Convention through awareness-raising
programmes, such as campaigns, and that it ensures that the Convention is part of the mandatory
curriculum in all schools for children of all age groups. The Committee also recommends that the
State party continue to provide regular and systematic training activities on the provisions of the
Convention for law enforcement officials, the judiciary and other professionals working with and
for children throughout the country.
Assessment
There are no reported awareness-raising campaigns organised by Iranian government bodies on
the contents of international human rights treaties and conventions, including the Convention on
the Rights of the Child.
In its National Report to the Universal Periodic Review in 2019, the Islamic Republic of Iran
reported that it included “human rights education in textbooks and in school supplementary reading
materials”.1 However, it is not known whether the contents of the Convention on the Rights of the
Child or any other international treaty bodies are part of the mandatory curriculum at Iranian
schools.
Article 30 of the 2015 Criminal Procedure Code mandates a standard training for judicial officers
that should be conducted under the supervision of the relevant judicial authority,2 yet, since the
details of these trainings are not made public, there is a scarcity of information that would lead one
to ascertain whether the training is based on human rights standards or not and whether they
include training activities on the provision of the Convention on the Rights of the Child. In its
National Report to the Universal Periodic Review in 2019, the Islamic Republic of Iran reported
that it carried “human rights trainings for judges, judicial officers and administrative staff on the
rights of the child, the rights of persons with disabilities, the prohibition of torture and ill-treatment
and the confronting against domestic violence”.3 However there is no readily available information
that might suggest that such training is also given to law enforcement officials.
