Full recommendation:
The Committee recommends that the State party, in order to further strengthen the fulfilment of
children’s rights, consider ratifying the Optional Protocols to the Convention on the Rights of
the Child on the involvement of children in armed conflict and on a communications procedure.

A. The State has ratified the Optional Protocol on the Involvement of Children in
Armed Conflict
The Government of Iran (“Iran”) signed the Optional Protocol to the Convention on the Rights of
the Child on the involvement of children in armed conflict on 21 September 2010, and the
Iranian Government submitted a bill to ratify it in parliament in the same year.2 However, as of
February 2021, the bill has not been finalised and Iran has not yet formally ratified the protocol.3
According to media reports, there is opposition from some political and religious groups to Iran's
accession to this optional protocol.4
B. The State has ratified the Optional Protocol on a Communications Procedure
The Government of Iran has yet to ratify the Optional Protocol to the Convention on the Rights
of the Child on a Communications Procedure.
