Renews his requests for further dialogue and for a visit to the country to both discuss the Iranian
government's plan for implementing these UPR recommendations and for exploring constructive
ways in which the mandate-holder and other special procedure representatives may support
Iran’s implementation efforts.
Assessment
Currently, the Special Rapporteur meets twice a year (once in Geneva and once in New York)
with the Special Representative of the Islamic Republic to the United Nations. The Government
of the Islamic Republic of Iran responds to the Special Rapporteur’s draft written report as well
as some of the mandate’s communications; however, dialogue is limited to these instances. As of
January 2021, the Islamic Republic of Iran formally considers the Special Rapporteur's mandate
illegal and illegitimate and has not recognized it.1
Since the creation of the mandate, as of January 2021, the Government has never invited the
Special Rapporteur on the situation of human rights in the Islamic Republic of Iran to visit the
country.
