Full recommendation:
He continues to assert that his mandate should not be viewed as a punitive measure, but should
be regarded as an opportunity to frequently and substantively engage the international
community in a non-politicized, transparent and constructive forum.
Assessment
The Special Rapporteur on the Situation of Human Rights in Iran has not been invited to visit the
country since the creation of the mandate and the Islamic Republic of Iran has not made any
substantial efforts to engage with the mandate.
