A/HRC/40/67 para 75(j)
Full recommendation:
Pending implementation of the aforementioned recommendations, and without prejudice to the
binding obligation enshrined in the Convention on the Rights of the Child and the International
Covenant on Civil and Political Rights to not sentence children to death and to not execute child
offenders, the Special Rapporteur recommends that the judiciary: Provide the Office of the
United Nations High Commissioner for Human Rights and the Special Rapporteur with a list of
all child offenders on death row
Assessment
A. The judiciary shall provide the Office of the United Nations High Commissioner for Human
Rights as well as the Special Rapporteur with a list of all child offenders on death row

In his January 2020 report, the Special Rapporteur on the situation of human rights in the Islamic
Republic of Iran wrote that “he continues to monitor the situation of child offenders on death
row, and has received information that there are, at present, at least 100 individuals who have
been sentenced to death for crimes committed when they were under 18 years of age”.1 Such
information was provided mainly by non-governmental organisations. 2
There is no readily official and available list of child offenders on death row in the Islamic
Republic of Iran.

Recommendation Status:
This recommendation has NOT been implemented.
