of Kurds as security threats to the state and its interest, justifying state violence and exclusionary
policies and further impacting, the life and work of kulbaran and their families.18 Iranian border
guards regard the kulbaran as smugglers and often shoot at them. In 2016, 51 kulbaran were
reportedly killed and 71 were injured.19 In 2019, Kurdish human rights organizations have
registered 276 extra-judicial deaths of kulbarans, out of which 216 were victims of direct
shootings from the state security forces. 20
B. The Committee requests the Islamic Republic of Iran to include in its next
periodic report disaggregated and comparative data, by year and province, on
the number of men and women living in poverty and extreme poverty.
Iran hasn’t submitted a report to the ICESCR since its 2013 review on the implementation of the
Covenant.21
The state has not been able to combat poverty efficiently, especially in minority areas where
unemployment rates are much higher than other parts of the country. Iran has also not been
reporting on poverty issues in reports to ICESCR.
