Effective measures should be adopted to ensure the strictest observance of articles 7 and 10 of the Covenant. As this practice generates arbitrary situations, plans should be drawn up for the closure of these prisons, retaining only a few punishment cells in each institution for short disciplinary periods of solitary confinement. The Commission would then be responsible for publishing a list of prisons each year.
